Salary Range: $77,822 – $111,869 per year

Role Summary

This position is a joint opportunity between the BC Patient Safety & Quality Council and the Rural Coordination Centre of BC, with the Council as the main employer for this role. The BC Patient Safety & Quality Council builds a foundation of quality, provides advice and makes recommendations to the Minister of Health on matters related to patient safety and quality of care in all health care sectors. The Council brings health system stakeholders together in partnership to promote and inform provincially coordinated, innovative, and patient- and family-centred approaches to patient safety and quality in British Columbia.

The Senior Health Economist will work on projects across both organizations and supports the strategic investment of resources, priority setting, clinical decision making and policy development through health economic and health services capacity development, analysis, and research; operates at the macro, meso, and micro levels within the organization to advise senior leaders on the development and implementation of frameworks for priority setting and resource allocation including the collection of data to support investment decisions; designs and conducts health economic evaluations of interventions to inform evaluation, return on investment and individual allocation decisions.

Works directly with senior leadership and relevant departments to implement health economic data collection strategies, provide expert level priority setting and resource allocation knowledge; links and analyzes primary data and/or large administrative datasets to model outcomes from a clinical and budgetary perspective and harmonizes efforts with relevant departments; produces academic publications for journals and presents the work at conferences to support knowledge translation.

Key Accountabilities

  • Utilizes in-depth knowledge of strategic decision-making frameworks to evaluate and enhance existing resource allocation frameworks; educates and trains staff on priority setting and resource allocation frameworks.
  • Develops guidelines for the collection of health economic data to support return on investment analysis; coordinates with relevant departments to support health economic data collection and decision-making; aggregates and analyzes large datasets and primary data using data science skills including programming with statistical software packages.
  • Uses knowledge of statistical and mathematical methods to conduct frequentist, regression and model- based analysis to support health economic evaluation; creates briefing notes, business cases and reports to communicate results of analyses.
  • Develops relationships with academic institutions to identify opportunities for strategic partnerships and collaborations including coop and graduate work placements; coordinates with academics and researchers from other organizations to conduct health economic research.
  • Supports grant applications by writing health economic analysis sections; identifies opportunities for partnerships.


A PhD in Health Economics, Health Services, Health Policy or related discipline supplemented with three (3) years recent related experience in a health care or academic research, or an equivalent combination of education, training and experience.

Knowledge of health economics theory and demonstrated competence in the application of health economics methods; Knowledge of study design, data collection and analysis; Demonstrated ability to perform advanced data manipulation, analysis and information presentation through the use of database and spreadsheet software; Demonstrated knowledge of medical/research methods, terminology and applications; Knowledge of data analysis and evaluation processes in a health care environment; Advanced skill in quantitative analysis including descriptive statistics, multivariate regression, regression discontinuity analysis with time series data; Advanced skills in decision tree, Markov, discrete event simulation modelling with deterministic and probabilistic models; Ability to prioritize, plan, organize and manage projects; Ability to work independently and as a member of a team; Ability to develop and maintain rapport with various internal and external stakeholders; Ability to communicate effectively, both verbally and in writing; Proven track record of academic publications; Ability to operate related equipment including applicable software applications; Physical ability to perform the duties of the position.
